National Electronic Licensing System (NELS)

The EDB has spearheaded the development of the National Electronic Licensing System (NELS) to improve the investment and doing business climate in Mauritius. The NELS aims to be a single-entry point for the application, payment, processing, and determination of business-related licenses in Mauritius.

Empowered with the mandate to implement and operate the NELS platform, EDB instilled the change management framework for operational efficiency as well as collaborative governance with 1800 officers from 102 different public bodies. Collaborating on a standardised framework delivering 122k permits and licenses.

The adoption from the public has gained momentum with 217K applications submitted. The Digital transformation is an iterative endeavour to engage closely with our users and stakeholders. The voice and expectations of the business community serves as input to our digitalisation aspirations.

ISO ISO/IEC 27001 certification

Obtaining the ISO/IEC 27001 certification has fortified our information security baselines and ensured global recognition and compliance. The ISO/IEC 27001 certification journey provided us with an enhanced risk management framework, streamlining of operations, and a dedicated commitment to continuous improvement. Our stakeholders trust our secure practices, resulting in strengthened relationships and operational efficiency. Consequently, the Economic Development Board of Mauritius now stands at the first public body to be ISO 27001 certified. Setting up of state-of-the-art Disaster Recovery Centre in line with Business Continuity Management System

Additionally, to show our commitment to resilience and preparedness, we have put in place a disaster recovery mechanism for NELS. This comprehensive strategy ensures that our operations remain robust and uninterrupted even in the face of unforeseen challenges ensuring business continuity and helping to mitigate risks and our platform can quickly recover from disruptions and resume normal operations.

On the Horizon: Next-Gen Projects

The horizon gleams with upcoming projects poised to elevate the EDB’ digital landscape even further:

  • CRM Integration: Focusing on customer relationships and streamlined interactions.
  • PAMS Development: Incorporating AI in Property Acquisition Management, promising an intuitive user interface complemented by an AI bot for enhanced user engagement.
  • ERP System: A unified enterprise resource planning system that promises to integrate all facets of operations.
  • To keep pace with the velocity of change in the digital era, the EDB Board has commissioned an operation review for the NELS platform as primary objective to ensure the NELS platform is “fit for future”. The output of the NELS operations review exercised is a 5-year action implementation plan and a 10-year blueprint.
